CPS Engine Update 10.b

This is the first update after more than 10 years :) It fixes some issues, like the sniper scope. It cannot be used for the reference game "The Blob Conspiracy" (because that's a packed Exe containing all media), but is meant to replace the engine exe in the csp game kit 10 zipfile.

There was also a bug with the system timer when windows ran longer than 555 hours after the last boot. (That's when the signed 32 bit value switches from 2 billions to minus 2 billions - back in the days nobody expected windows to run more than 555 hours without to crash ^^)

Also note I've added csp_misctools.zip that contains the Particle Emitter Editor for the Engine, which is mentioned in the Docs, but not part of the csp game kit. After playing with it just now, I find it very powerful.
